A person that likes to spam flag any (usually innocent and/or un-copywritten) media (such as YouTube videos) posted by google users (such as YouTubers) and they usually do this because they hate the type of content posted by the user and want it taken down, even though it doesn't violate any rules or regulations.

Although, it should be noted that reading the actual articles is completely different from just reading the search results and webpage titles, so the facts might still remain unconfirmed.
