To "Roosevelt that hoe," means to help your woman out of depression by doing something nice for her, as former President Franklin D. Roosevelt (FDR) helped the United States of America out of The Great Depression by providing the depressed and unemployed with his New Deal.

Your woman does not need to be literally depressed before you "Roosevelt that hoe." She can just be down, bummed out, bored, sad, or tired.
