A bowl of cheap crappy penny candy kept at halloween to give to black (and sometimes Puerto Rican) inner city children who get carted in to white suburban neighborhoods for trick-or-treating. The good candy such as snickers bars are kept in another bowl hidden from view.

It is the action to describe what Vtuber Nanashi Mumei does, but this action is the absence of expectations, and the presence of surprises, essentially it forms the essence of what Mumei does, hence she is mooming. In other words, it is to describe the horrific or silly actions which may happen under Mumei's actions.
