When one takes something that legally belongs to another, then the one that takes acts like it was theirs in the first place and plays the victim so you get punished.

Person 1: Yo man, I'm hungry.
Person 2: Have some tangerines!
Person 1: Thank you!
Person 1: *eats every single tangerine*
Person 2: Wait! Leave some for me!
Person 1: Person 2 is trying to take my tangerines!
Person 3: Person 2, do not steal his tangerines.

The term became popular after people started to know the story of Israel in 2023, and how they started the country.
It means someone takes your property in slow steps, at first he asks politely then he starts to use your property as if it is his property.
