A compliment in Arabic that means beautiful or a person who's in good behaviour, parents usually use it to express their feelings towards their children as a reward for doing something good. It's usually paired with the word 'ya' which basically calls out for a person or brings another person's attention.

Also paired with "Ya ebn el kalb" which basically translates to "Your son is so beautiful!" or "My son is so beautiful."
