A casual carpool system most commonly found in the Northern Virginia/Stafford/Fredericksburg area that allows the driver access to the HOV-3+ lanes on I-95 and I-395 legally saves the driver and passengers time and money. The HOV lanes there are tolled express lanes, which mandate all HOV-3+ vehicles to have an E-ZPass Flex transponder set to the "HOV ON" position in their automobiles.
The HOT lane rules on I-95 and I-395 in Virginia are 24/7. Drivers who do not want to sit in heavy traffic on I-95 and I-395 in Northern Virginia and who do not want to pay expensive tolls on the HOT lanes will need to consider slugging to meet the HOV-3+ requirements for toll-free travel on the express lanes on I-95 and I-395.
