when you take a can of whipped cream and push the top just enough so the gas comes out and you snort the gas. you get a temporary high. the term wipputs is used like saying its one thing.

The term used to describe the incredibly intoxicated young women seen leaving nightclubs in the wee small hours.
Usually resemble homeless people.
If you see one, avoid them at all costs as they have a tendency to vomit unexpectedly.
