This old school term is actually wee-we'ed up and refers to some petty shit, or some little punk, tryin' to act like he be the king of some shit. Wee (as in little) and "We'ed" (as in we'd be kickin' this shit if we had some balls) and "Up" (as in the regular meaning of up -- like "she be all eatin 'up' with her feinin ass!")
Junior's all wee-we'ed up cause someone stole his weed -- like his bitch ass is gonna, mothe... bitch slap that mother focker!"
