A nickname used (in jest) to reference the social media platform "Twitter" when it bans users citing it's loosely applied, newly-founded (2020-2021) and broadly written policies to users in a dictator-like fashion.

The "ler" in the word references the evil German dictator Hitler.
Created in really 2021 shortly after president Trump was banned from Twitter.

Wow, everybody seems to be getting banned by Twitler now more than ever.
