A street term for childhood or a child, normally referring to pre-teenage years. This term is most famously used by Lil Wanye in several of his raps.

New Orleans has been my hood since a snotty nose.

Usually refers to a kid who is immature, irritating, or little consequence. A slightly different conotation would be a punk kid.

Don't let him upset you, he's just a snotty nosed kid.
