Literally it means "Your fucking dead ones".

It's often used in a comical manner, but it's still a heavy insult.
"Li mortacci tua, ma che cazzo stai facendo!?"

"For your fucking dead ones's sake, what the fuck are you doing!?"

Intoxicated to levels that would kill the average human being.
Bartender 1 - "Dude that guy is wasted"
Bartender 2 - "No I'm pretty sure he's Kerry Motta Drunk"
Bartender 1 - "What? He's going to pass out under the bridge, be found by a cop who hails a cab, pays for it and sends him home to the correct house which is not the address on his license?"

Italian, Roman slang. As in the phrase, "Li mortacci tua!" Literally, the dishonored dead. The "acci" ending brings a negative sense to just about any Italian noun.
"Li mortacci tua!" (implied bad wishes) To your lousy dead ancestors!
"all' anima de li mortacci tua!" To the souls of your lousy dead ancestors!
