To endanger a relationship through thougtless or insensitive behaviour. Usually used in the past tense, after the relationship has in fact ended due to said behaviour.

If I forget the missus's birthday I will really kick the dog.
I can't believe I forgot the missus's birthday. I really kicked the dog this time.

The phrase describes the process of resetting the watchdog timer of a CPU. This part of the hardware ensures that the device doesn't get stuck in an infinite loop. If the dog doesn't get kicked from time to time, the CPU resets.

John: Hey Buddy, let's kick the dog!

John: No, I just want to reset the watchdog timer

The act of mistreating a peer or someone inferior to you out of frustration because a superior (whom you can't argue with) has treated you poorly.

Apparently he came home and just started yelling. It's kick-the-dog syndrome: his boss is an asshole and he takes it out on her.

The angry behaviour shown by a person when he has to accept all blame and he cannot shift it to anybody else because he is in the lowest rung of hierarchy in his organization. This happens when a boss, who is to blame, shifts the blame to his junior, who, in turn, passes it to his junior and so on till the blame reaches the lowest-ranked staff, who cannot pass it to anybody else. Then he goes home and takes it out on his dog by kicking it about.

Angry at having to bear the blame for no fault of his, the peon came back home in the evening and kicked his dog repeatedly. A kick-the-dog effect, isn't it?
