unwarranted self-importance 

A serious form of narcissism. To act as if one is an important person without actually doing anything worthwhile to prove it, thus making one look like a complete tool.

Sometimes abbreviated as USI.
Idiot: Hey guys! I just put up all these sweet pictures of myself on Facebook, and I've got this vlog that you've gotta check out. If you don't, you're clearly some kind of lesser being, 'cause everyone loves me for no reason!

Smart Person: Sounds like unwarranted self-importance to me.

Person of Importance 

A key person whose actions and opinions influence the events around them.
Ever since Megan's got the job, she's become a Person of Importance.

Self-importance 

An exaggerated sense of one’s own value or importance. -Emeasoba George
Self-Importance is synonymous with arrogance.

rank-of-importance 

Arrangement of several issues, tools, people, depending on what share of usefulness each will take if prioritized on a particular period of time.
Let me use the rank-of-importance to sort out old customer orders before the new ones arrive.

A toe rag was originally a foot wrapping used, since mediaeval times up until the mid-nineteenth century, to protect the foot from chafing by boots or shoes. As these were, quite literally, rags they weren’t usually washed, and so with use they became very smelly until they were thrown away. Because of the similarity in smell, toe rag also became the name applied to dried, salted cod or other things with a strong, unpleasant, fishy smell. It didn’t take that long before the name was applied to someone who was an obnoxious, unpleasant OIC.
