2. To be under the influence of marijuana, but not alcohol.

Well, everyone's downstairs drinking, but if you just wanna smoke you can go out on the porch. I think there's a couple guys who are high and dry out there.

since getting professional psycho-social from a social worker costs a small fortune in Canada and the United States, it is no wonder that a lot of people will be left high and dry, according to both definition a) and b)
