Encumbrance

The act of or setting aside part of a specific appropriation (budgeted item).

Staff: I see $10 in the general ledger. Can I buy this really cool coffee mug for my cat?
Boss: No, there's already an encumbrance on it so I can buy some mice for my pet snake.

Encumbranuisance

Someone who makes a claim and encourages others to also do so against land or property which doesn’t belong to them with an annoying sense of entitlement and a complete disregard for the actual owners.

‘That person is such an annoying encumbranuisance! How would they like it if I discussed their private property as if it were my own all over social media!!’
