Originated from a sleazy looking MSN emoticon, which had eyebrows that animated up an down as a gesture of "I'm horny", "Sexy", "Ooooh baby", etc.

It was commonly used in MSN group conversations, that was 'attended' by a group of 'The Veronicas' fans- TVMB.
