Another name for a remote control, most commonly for the television. It is the combination of the words 'controller' and 'in charge'.

It means that your too lazy to say "I am in control." or " i am in charge" so therefor you combine the two.

Teacher-"Excuse me i thought i was in concharge of the situation."
