When Waluigi Time is in effect, all other actions at that moment are to be stopped, and all attention must be focused on the shenanigans and mayhem that the starter is allowed to cause. Can also be used to render another's argument invalid. One is also obligated to yell "waaaa" at random intervals. Crotch chopping is optional, but approved.
