Pancackes and syrup 

It is the drug PANtazocine injected by SYRringe. So the "pan" part of the drug name becomes pancackes and the "syr"part of the word syringe becomes syrup. The drug is a sythetic opiate usy mixed with lactate in injectable form to cauae pain at injecton site to dissuade abuse
The guy was arrested witb pancackes and syrup after police found him intoxicated in public.
