Any pants, trousers, or various assorted slacks. Mainly used for either wearing or for hiding weapons and dope.

As a status symbol:
"Oh snap, his scoopdaddies be ridin' supa' low homey."

or as an exclamation:

"You don't know nothing bout no scoopdaddies son!"
