Soviet Efficiency 

A phrase that decribes any system, operation, or action, where the beaurocracy serves to create more problems than the problem it was created to solve.

Jack came into class late, the teachers inquiry of, "why were you late?" was followed by, "Sorry, the buses ran with soviet efficiency!"

Soviet Efficiency 

A parody word of the way the soviet union operated usually very inefficiently because of sprawling beauocratic morasses. Also refers to systems that operate very poorly because of increased and unnecessary beauocracy.

In my home town the buses don't run on time because of the copious amount of beaurocracy involved in something called "the regional transport authority", they actually have a group of people who's sole purpose is to read out street names for the bus drivers!!!, In the soviet union anyone who wanted a job was usually given one....eventually when his "file" made it's way through the chain of beauocracy to the appropriate fielding office, in one case a man actually had a job watching cans though other positions needed filling the beauocrats made no effort to appropriately position him and invented a new job title, completely irrelevant of his actual skills.
