A person employing deceptive practices and taking advantage of an emergency, like a natural disaster such as the COVID-19 pandemic, to self-enrich them and their friends. Typically, taking money from tax payer-funded relief funds and depending on scores of volunteers, recruited under false pretences, to do the legwork.

Person A: Let's set up a charity and recruit volunteers to provide face masks to hospitals and health organisations at purchase price.

Person B: Why don't we set up a separate stealthy for-profit business for big deals with governments so that we can pocket millions ourselves? Screw the volunteers and tax payers!
