How Western countries called their propaganda after 1945.
But then why does China call their public relations department ministry of propaganda?
They don't. We just translate it that way. This is the definition of what PR is about.

Non-consensual public relations

Relations conducted on behalf of institutions without the informed consent of the public prior to being related.
When Geldstar needed somebody to lie on their behalf, It was the violation of the public's trust and safety when they hired a firm specializing in non-consensual public relations
