A lukatim is a person who is not mentally sane. Someone who is just a complete weirdo and makes others annoyed. They usually also a person who is a failure in life to an extent that everyone thinks there's something wrong with them, due to their brain issues. Just a random insult, a meme, or a word in general that describes this kind of person in a hateful and derogatory way that expresses a negative and offensive opinion about them.
