The provenance of a policy or proposition that is established not by the consensus of a large number of presumably knowledgeable and rational individuals polled for their input (“crowdsourced”) but rather by the written or vocal shouting of a viewpoint at a volume high enough to drown out conflicting viewpoints, often by a small minority.
