I believe this to have originated from chavs/townies/mods of today. From what i have observed and practiced this word usually replaces a >doing word< such as "pass" or "come" etc. This may be a regional thing but it does save alot of effort even if you are not a chav.

Some unfortunate people are unable to grasp this concept and just use the word "llow" in the wrong place as shown below.
CORRECT EXAMPLES
"llow me that ruler"

"where do you wish to go today?"
"let's llow the town"

"argh! some idiot llowed me this f**king cold!"

INCORRECT EXAMPLES
"have you got the llow?"
(this time llow could mean a thousand things)
CORRECTION
"llow me the time, please"

The root of “Allow”. It means to actively block or de-promote something. I’ll go through the process on how it became continue. “A-“ means not (in this case), and to promote or permit something, essentially NOT llowing it (hence the use of “a-“), you “a-llow” it. As it is the root, it is pronounced just like “allow” without the “a”.
“No! I won’t let you do that! I will llow it!”

It is to 'llowie what dowser is to dowee- anything bad can be 'llowie, but 'llow is a general exclamation concerning how much something sucks.
"Man, it's raining outside!"
"'llow that!"

or,

"Dude, did you get tickets for the gig?"

West Midlands slang word for rockers, bikers, greasers etc. In the late 1980s it was used by the UK music press to refer to a specific scene centered around the bands Pop Will Eat Itself and Crazyhead. The term never found favour with readers of 'the inkies' (Sounds, Melody Maker and the still extant NME) and was soon dropped. Now often used in predominantly working-class areas of the midlands and the north to mean someone who listens to rock-derived music and/or dresses in a manner that suggests they affiliate themselves with rock music of some kind.
Some grebo passed with Sabbath playing on his stereo.
The Poppies are at no. 17? God, a grebo band in the charts!
