A "joke smoke" is that of a cigarette which is prepared for someone whom is a known bum. Loaded with horse hair/ match heads/ gun powder... it is prepared to teach a valuable lesson to the receiver.

How junior enlisted while away their service time: smoking cigarettes and joking around with each other. Typically done in small groups when on break, standing post, or at quarters.
See those embassy guards standing post at the gate? They smoke cigarettes and bullshit all day. Smoke and joke. Most of them will never make rank.
