A versatile expression, "hose the cunt" is used in three different ways:
1. As an expression of contempt for a third party not present;
2. As a general rallying cry;
3. As a euphemism for cunnilingus.
Etymology:
Based on a method used by Victorian-era doctors of masturbating "hysterical" women called the water cure, a.k.a. the pelvic douche.
To quote Vice magazine:
"Instead of revving up the vibrators, doctors began aiming fire hoses at fire crotches. Pelvic douches, which aimed a jet of water at the inner thighs, were installed in mineral baths all over Europe and America in the mid-1800's.
