Similar to grifter: "someone who swindles people out of money through fraud" but rather than small scale sleight of hand tricks to cheat people out of money, a Grifter in Chief seeks not only to steal money from their own country, but also to steal from countries or large international organizations through unsubstantiated claims of debt.
