Originating down south, this phrase means that what you are currently doing is not being productive for the task at hand. Standing around the hood of a truck drinking coffee at the job site isn't getting the job done. Or, if you have the wrong tool for the job and are failing at a task.

Sitting here drinking ice tea when we got yard work to do - this ain't getting the baby no candy!
