The "Fromoutta Theory" is used when someone asks for data or information that is extremely difficult to extract and or quantify. The end result is information is pulled "from outta my your end."
I was asked to provide anticipated sustainment costs based on numerous assumptions so I used the Fromoutta Theory to get the answer.
