Somebody who smokes so much Marijuana that they begin to speak in a high-pitched voice, seemingly saying nothing at all.

Brian: Hey Drew, how are you man?

Drew: I'm just, oh man, I'm so smashed...

Brian: Drew, you've gone all Bongachu man.
