The word originated from the movie "The Little Mermaid" and has since migrated into a foul term used to call the locals in a beach or coast city. It generally can mean a few things, such as: moron, bum (beach bum), low life, it also can refer to them as being stuck up or ignorant.
Customer: "excuse me miss, what kind of candy do you have in this store?"

Get the dinglehopper mug.The tassle-like fringed leather accoutrements seen hanging from the ends of some motorcycle hand grips/levers. They are not a factory item, but instead added by some riders to convey some sort of image (possibly the 'mean outlaw biker image', or maybe just their fondness of the days when they rode 'big wheels').
I don't know how Gus can ride his motorcycle with those dingleberries slappin' him in the face as he heads down the road.
