You can also say welp when you don't want to do something and you can/can't do it.

In the end you won't do the thing, in both cases.

Welp, I can't do help you with the homework.
Welp, I want to help you with the homework but I didn't do it.

Verb of emotion: to feel lightly frazzled - emotionally, mentally, and if you're Russian, spiritually. The kind of sensation that emerges only on reflection with your friends consequent to a communally fraught occurrence. Etymology: wilting => wilping ie. 'wilt' with a touch of 'yelp'.

The act of giving a person with a crappy old smartphone your previous smartphone because they can’t afford a new one.
