A not joke is a joke from the early to mid 90s that was told in many cases in grade school. Part of the reason they were discussed in borat is that anybody who was around then remembers that those jokes haven't been used much since then. They were not "made popular" by borat.

That's Jokes

Usually said by the British when they see a joke-
back when the law was made in Britain that allows citizens to criticize the king and queen, they had to remind themselves of whats a joke and what's not. Thus the creation of the sentence "That's Jokes" is made.
