To have word skills. It portrays the vibe, feeling or mood of said individual with 'verbal magic' skill set. It is not something all have access to, it is a gift. Like a pet rock. It comes from a mixture of the words, verbal and magic. Verbal meaning spoken words. Magic meaning making those words work for you.
Napoleon Dynamite might not look like much, but if he plays his cards right and uses his VERBAL MAGIC, good things happen. It might help him with the ladies or getting him out of homework. It is a phrase that you can claim you have, 'I used my verbal magic to get a raise.' Or you can compliment a friend on their verbal magic.
