(in Pakistan) An Urdu slang for a political environment where politicians frequently change political loyalties for sake of personal gain.
It is a portmanteau of Urdu word lota (a personal hygiene utensil also used to refer to mercurial politicians) and English word bureaucracy.

A strong legislative action is needed to stop rampant lotacracy.
