This person can usually be identified as a normal looking, physically capable, and otherwise mobile person who should have no difficulty walking the distance from a normal parking spot to the door of a public building.

Aw dude, all the good parking spots are taken now we will have to park in the 3rd row from the building and walk. Too bad we couldn't just park in one of those empty handicap spots.
