A hyper-link that is claimed to be something that it isn't.
Say someone posts a link, and that link, the word "kangaroos", but the link actually takes you to a site about penguins. It's just link being Rick Rolled, except in a link, and can be much worse.

lamers usually link not to the website but only to the content/download. therefore a content provider will have the impact of traffic but not the advantage of receiving page views/ad clicks.
This was especially frowned up in the 90s when traffic was expensive and led to download pre-pages and up to the kind of file share storage providers you still see to day.
