She means "I want to whine, bitch, and nag about something you did, known and unknown to you!" It can also mean that she has nothing worth saying at all. Be prepared for a half-hour impromptu sermon on whatever she has on her mind (and that would me many random things).
It is especcially annoying when she uses the word "we", knowing damn well that SHE is the one who will be doing all the talking.

A phrase displayed by Python when the program could not be properly initialized, indicating that not only does the program have to quit, but "we," referring to both the program and the user.
Upon viewing the screen "We must quit", Aurelien knew that his career in computer science was immediately ended.

A phrase commonly used by people in online servers desperately trying to keep a conversation going.
The aim of it is to cause a riot. The riot is usually caused by this phrase being spammed and people getting so pissed off it starts a riot.
For example:
A person named Wyatt on Discord (an application generally used for joining servers) wanted attention so he started spamming "we need a riot" which was indirectly saying "hey, I'm bored and alone, someone please notice me."
