its a phrase to say that someone is smart and its mostly used on twitter. it started when like singers made connections in their music videos, lyrics or maybe even performances with something else, like an event, an old song or something important without making it explicit. it can be used whenever someone says or does something smart, and you want to "kiss their brain".
