Garbage duck is a sad attempt at insulting a person. Calling someone a garbage duck is usually done by elderly people who have severe dementia and have no idea where they are at. Garbage duck may be followed up by asshole, punk, or a threat to kick one's ass.

garbage stale

What the printed plastic sign actually reads when you purchase it at the hardware/department store; this truly represents what many of the typical household-surplus provenders are attempting to pawn off on others over the weekend. Prior to posting the sign, people have to make a neat horizontal cut underneath the "r", and two vertical cuts --- one between the "r" and the "b", and the other between the "s" and the "t" --- and then slide the two halves of the sign together one letter's width to cover those two pesky "revealing letters" and form a new (and deceitful!) message.
Be on the lookout for staples and tape holding the "garbage stale" sign together, if you want to determine what those sidewalk-shysters are **really** selling.

The phrase highlights how once incorrect data is documented, it gains an undeserved level of credibility and authority, often leading to manipulation or deception. This is commonly seen in legal, medical, and institutional contexts where fabricated or false information is accepted as fact and used to discredit individuals or cover up wrongdoing.
"Officer John Jacko Romero wrote a completely fabricated police report, claiming an incident occurred when absolutely nothing happened. There was no contact, no 911 call, and I was out shopping the entire day. I only found out about this false report when I was later served with a temporary restraining order that included it. This is a perfect example of garbage in, gospel out—he invented the report out of thin air, and now it’s treated as if it’s the truth."
