Colombian insult (from the capital, Bogotá) that's used to either insult a friend or a stranger (but at the cost of generating cringe in this case), meaning something like "super" or used alone, "pirobo", other colombian insult.

To a friend: "¿Que hubo, sapaperra? (Male can be used as well)
To a friend: "Este sapo perro es muy tonto"
In some other cases: "Qué examen tan sapo perro" (meaning "difficult")

A foolishly naive or incompetent person.

Someone who lacks education, experience and expertise, especially if they overestimate their own competence.

Someone whose behavior would elicit the question, "are you new?"

The implication being that they have just been born, feet first, and they are still wearing their mother's snapper as a hat.
