A person who is known for being a spaz, often doing stupid things at the wrong time. They normally have no mental issues, but act like they are retarded. They can be funny, but will lead you down the Lazzar Spazzar pathway.

Yo Ollie is such a Lazzar, today he drew Teletubbies in a sniper tower with rifles... what a spaz.

Did you hear what Ryan did last week? He made a clay dildo and called it a dil-pickle, such a lazzar. He always finds the wrong time...
