A decent human being that only engages in sexual activities with partners with whom they have an emotional love connection.

The term was invented by the promiscuous in order stigmatise people with normal sexual behaviors, in order to justify being a slut or a manwhore.
This has made promiscuity the new normal, and diagnosed actual normal sexual behavior as some sort of disease that needs treatment.
