It's the feeling trans peeps get when they look at somebody and have envy on how that person looks or shows. I would say it's like seeing some cis guy just living his life but at the same time your biggest dream (having that body)

This phrase is used by Shikamaru from Naruto in the Chunin Exams where he is stressed out and looks to the sky with cloud envy wishing his life was easy and that he could just go with the flow without a care in the world.
