Something that is very likely to happen.

It is referring to the New Zealand homewares store Briscoes, and the fact that they have a sale almost everyday, and that it would be very unlikely for there not to be one. The iconic Briscoes Lady often presents these sales on TV.

A place where a bunch of junk that you dont want anymore is for sale. Usually a bunch of old people come and buy it for their grandchildren. Stuff there is usually dirt cheap.
