Usually referring to the random low-view count videos you will occasionally get recommended on YouTube.

Could be of varying quality, hence the "roulette".

Sometimes will introduce you to hidden gems, which is how largely unknown music gets boosted by the algorithm (see: Mariya Takeuchi - Plastic Love, Casiopea - Mint Jams, Condor44 - db, etc.)
