Doing "the noob dance" implies that you move your character back and forth without being able to make the decision wether or not your going to do something.

How to do the noobdance (not only in league of legends, works in most games)

You're playing league of legends and you're suddenly attacked by a character, you decide to attack that character. He overpowers you and you then decide that it was not a sound idea so you try to run away,he does the same. When he does you try to attack him again thinking that you've got a chance.
