A Japanese word, "メスガキ", with Mesu/雌, "Female", and Gaki/ガキ, "Brat".

It's usually used in Porn, Mainly Loli content, to describe a young, bratty girl who likes to tease older men. They usually use crude language, and have an obviously sexual undertone.
